Acquisition Plan Action ID:

36C246-24-AP-1111 Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 6, 100 Emancipation Dr, Hampton VA 23667, in support of VISN 6 VA Health Care System at 1970 Roanoke BL, Salem, VA 24153. 2237: 658-24-1-537-0031 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: P7924A03 Flat Deck 36" Wide w/o X-Ray Mattres Flat Deck 36" Wide w/o X-Ray Mattress by Baxter is a low air loss mattress that will be used for the residents of the CLC (which is supposed to be a home like environment).

VAMC Salem has residents that suffer from serious back problems, and pressure injuries. The existing foam mattresses are too uncomfortable for the patients and impead healing. The Flat Deck 36" Wide w/o X-Ray Mattress by Baxter will allow air to flow easily, thereby, aiding in controlling body moisture which helps to optimize heat removal. Flat Deck 36" Wide w/o X-Ray Mattress by Baxter is designed to minimize the risk of pressure injuries to the sacrum and heels.

Estimated cost: $76,634.25 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Per Doris Hodges Administrative Officer, SAMVAMC We would like to have the mattresses as quickly as possible. We have several hospice patients on the unit that are in need of pressure injury relief . The bed frame at VAMC Salem will only accommodate the Flat Deck 36" Wide w/o X-Ray Mattress.

The low air loss mattress is unique in the way it is designed; the motor for the air is built into the bottom of the mattress. This allows for safer transfers and care as there is only one cord that comes from the bottom of the mattress (in the middle). That means no bulky box hanging off the end of the bed like the compella and other low air loss beds. The Flat Deck 36" Wide w/o X-Ray Mattress will allow VAMC Salem to stay in regulatory compliance.

Description of market research conducted and results or statement why it was not conducted: The P7924A03 Flat Deck 36" Wide w/o X-Ray Mattres is manutactured by Hill-Rom and available on FSS. Hill-Rom has two authorized SDVOSB distributors.

Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. John Harmsen Contracting Officer
