LIMITED SOURCES JUSTIFICATION ORDER >SAT FAR PART 8.405-6 Acquisition Plan Action ID: 36C245-25-AP-2487 (1) Contracting Activity: Department of Veterans Affairs, VISN 5, Network Contracting Office VISN 5 (2) Description of Action: This acquisition is conducted under the authority of the Multiple-Award Schedule Program (41 U.S.C. 152(3) and 40 U.S.C. 501). VISN 5 is requesting a new firm fixed price, single-award, cost per test FSS-BPA with a base year and four option years.

VISN 5 is requesting a new firm fixed price, single-award, cost per test FSS-BPA with a base year and four option years. Supplies requested are for Coagulation testing instrumentation and consumables, which are in the table below. Period of performance shall be 10/01/2025- 9/30/2030. There are also no SBs distributors for these items.
FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; Stago exclusively offers a mechanical clot detection, chromogenic and immunologic methodologies. Stago also offers 18- month expiration of reagents. The analyzers can perform tests in <6 minutes. Diagnostica Stago provides all the required tests that the medical centers utilize i.e. D-Dimer or Anti-Xa testing.
The contracting officer has determined that Diagnostica Stago offers the best value in regards to price and analyzer technical capabilities. The NAC has already determined the FSS prices of equipment and supplies to be fair and reasonable. Contractor has done business with VISN 5 for many years with no issues. Past performance reports have not been less than Satisfactory. Current pricing is reasonable based on past prices paid. Market Research was conducted. Contracting Officer consulted the lab managers.
Specifications for analyzers on contract were compared. In addition, the terms and conditions from the three schedule holders were pulled and compared. A Statement of the Actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: Not at this time, 66III are mandatory VA FSS contracts.
Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge. I understand that processing of this limited sources justification restricts consideration of Federal Supply Schedule contractors to fewer than the number required by FAR Subpart 8.4.
