WAYNE COUNTY PENNSYLVANIA OUTPATIENT CLINIC SERVICES INTENT TO SOLE SOURCE

The Department of Veterans Affairs, Network Contracting Office 04 (NCO4), intends to negotiate on a sole source basis with WAYNE MEMORIAL COMMUNITY HEALTH CENTERS, 601 PARK STREET, HONESDALE, PENNSYLVANIA, 18431, in accordance with FAR 13.106-1(b). Wilkes Barre VA Medical Center (WBVAMC) currently receives contracted primary care clinic services for veterans in the vicinity of Wayne County, PA, through Wayne Memorial Community Health Centers, a large not-for-profit business entity.

Where VA community-based outpatient clinics are typically contracted to firms that must identify leased sites of care, and then build-out and staff those sites prior to commencing operations, Wayne Memorial Community Health Centers is uniquely situated in possessing capability to maintain a primary care clinic for veterans within an existing Federally Qualified Health Center (FQHC).

To achieve cost efficiency and continuity of quality care by procuring services through this established local healthcare system, WBVAMC intends to negotiate a service contract to include a one-year performance period. This notice of intent is not a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than 06/06/2025 at 10:00 AM Eastern Time.
