SR-LAB Startle Response/Tremor Monitor System

The Department of Veterans Affairs (VA), Network Contracting Office 2 (NCO 2), intends to negotiate and award a sole source, firm fixed price contract to San Diego Instruments, Inc. for the procurement of two (2) SR-LAB Startle Response/Tremor Monitor System and associated components. This acquisition is required to support the VA Merit funded project titled Cognitive phenotypes of emotion regulation & suicide risk in Veterans with TBI: Mechanistic Neurobehavioral Model of Emotional Reactivity.

The research utilizes the SR-LAB Startle Response/Tremor Monitor System, and the new components must be fully compatible and integrated with the existing system. San Diego Instruments, Inc. is the sole manufacturer of the SR-LAB system and the only vendor capable of supplying components that integrate seamlessly with the current equipment purchased under VA contract 36C24E19P0127. No third-party systems or components are compatible.

Delivery: Within 45 days after receipt of order.

No solicitation is available. Interested parties may submit capability statements demonstrating their ability to supply fully compatible equipment.

Responses must be received in writing and must clearly demonstrate the ability to meet the exact technical requirements this Contract Specialist at Myra.Green2@va.gov NLT Tuesday, July 07, 2026 by 04:00 PM EDT. Upon receipt of the interested parties' notification, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
