This is a notice of intent to award a sole source contract and is not a request for quotes. The Department of Veterans Affairs Syracuse VA Medical Center intends to award a Firm Fixed Sole-Source action to:

250 Campus Drive City, State, Zip: Marlborough, Massachusetts 01752-3020, United States The Syracuse VA Molecular Laboratory purchased the Hologic Panther Fusion analyzer (equipment) in 2024 to assist with expanding SARS-COV-2 testing capacity. Molecular testing provides convenient and appropriate care in an inpatient and outpatient setting. Testing kits and reagents are required for using the analyzer.

Use of the test kits and reagents will allow providers to manage patient symptoms sooner and decrease patient admissions and length of stay. The resulting contract will have a base year and 4 option years. The work required is the acquisition of the SARS-COV-2 reagents, Trichomonas reagents, and all consumables and universal fluids are needed to run the test assays on the analyzer.

Hologic is the sole manufacturer of the assay kits on the market that can be used with the Hologic Panther analyzer that the Syracuse Lab currently owns. There is no other vendor that can provide the products required. A sole source letter has been received to verify that Hologic Sales and Service, LLC ( Hologic ) is the sole source of the instrument systems, assay kits, and associated kits and reagents needed for this procurement.

This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. If no affirmative written response is received by Closing Date/Time, the contract will be issued without further notice. The Veterans Health Administration prohibits the use of gray market items in their Medical Centers. Gray market items are considered to be items outside of the original equipment manufacturer s intended distribution channels.
