36C24225Q1024 Description: The Department of Veterans Affairs (VA) New Jersey Healthcare System, Lyons Campus, intends to award a sole source contract to Innovative Controls Group, located at 11 Smoke Rise LN, Annandale, New Jersey 08801, UEI: E3ADCZBTR823, for the procurement of Digital Controls Service, Distech Controls Automatic Temperature Control (ATC) systems, TAC Building Control System and the System Integrator front end at the NJHCS Lyons Campus.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(a)(1)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Justification: The justification for the sole source procurement is based on the following reasons:

Technical Expertise: Innovative Controls Group possesses the unique technical expertise required to meet the specific requirements of the Digital Controls Service. This expertise includes proprietary methods and customization capabilities specific to the VA s infrastructure.

Continuity: Innovative Controls Group has been providing Digital Controls Services to the VA, demonstrating exceptional performance. Transitioning to a different vendor would involve significant costs and risks related to data integrity, system compatibility, and potential disruptions to critical services.

Market Research: A thorough market research was conducted, and it has been determined that no other vendors can provide a comparable solution within the required timelines and technical specifications.
