This is a "REQUEST FOR INFORMATION" only. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing.
The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of providing the services described below.
Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.
This Sources Sought is for the Buffalo VA Medical Center located at 3495 Bailey Avenue, Buffalo, NY 14215, and the Batavia VA Medical Center located at 222 Richmond Avenue, Batavia, NY 14020, who have a requirement for Electrical Distribution System (EDS) Maintenance Services for one (1) base year and two (2) provisional option years. A site visit may be included in the official solicitation.
All parts, labor, fees, and materials shall be included in the purchase order to perform: Equipment to be serviced (panels, oil-filled transformers, and dry-type transformers) includes the following manufacturers. Niagara Transformer, Eaton, Cooper, McGraw Edison, and Cutler Hammer All inspection services at the Buffalo facility shall be conducted during standard business hours (7:00am to 4:30pm) Monday through Friday only and shall be scheduled at least three (3) business days in advance with the COR.
All inspection services at the Batavia facility shall be conducted on the weekend (Friday 4:00pm to Monday 7:00am) and shall be scheduled at least three (3) business days in advance with the COR. There is an emergency call-back requirement of two (2) hours for emergency needs by the facility.
All contractor technicians performing work on-site shall be certified by the National Electrical Testing Association (NETA), or the National Institute of Certification in Engineering Technologies (NICET) as certified technicians. These technicians shall also be fully trained and/or deemed qualified person in accordance with NFPA 70E and possess the 10-hour OSHA training (30-hour for supervisors).
Contractor employees shall be required to work in two-person teams while performing work on exposed energized electrical equipment. Annual inspections shall be performed in months of February and August for each contract year. Responses to this notice shall include the following:
Company name, address, point of contact (phone and email), DUNS/SAM UEI number Type of business (e.g. SDVOSB, VOSB, HubZone, 8(a), WOSB, Small Disadvantaged Business, or other Small Business) Capability Statement addressing the Company s qualifications and ability to perform according to description above. Subcontracting plans (note the limitations on contracting at 50% for services, FAR 52.219-4, Limitations on Subcontracting, and/or VAAR 852.219-75/852.219-76) Contractor shall be registered in SAM.gov.
The NAICS Code is 811310 with a Small Business size standard of $25 million. SDVOSB/VOSB vendors shall be registered in the SBA VetCert Database.
