NOTICE OF INTENT TO AWARD SOLE-SOURCE: Department of Veterans Affairs (VA), Regional Procurement Office East (RPO East), Network Contracting Office 2 (NCO 2) intends to award a sole-source contract award to Johnson Controls Fire Protection, LP. for preventative maintenance services on the security system for one year (06/01/2025 to 05/31/2026), with the provision of four (4) option years, at the Buffalo and Batavia VA Medical Centers.

The NAICS code is 561621. Service maintenance agreement shall satisfy the standards of the Original Equipment Manufacturer (Schneider Electric) and include inspection of hardware defects, replacement of any necessary OEM only parts, software updates by the OEM, troubleshooting new software, and phone technical support Monday through Friday from 7am to 4pm. This agreement shall include all parts, labor, and travel.

Contractor shall be a CCure advanced certified vendor to access, diagnose, repair, and modify the Victor Client system. The contractor shall also have access to AV Costar technical support to troubleshoot system components. The contractor shall be certified in Advanced Video Edge to access special settings on the Video Edge system regarding network layout, set up, graphics creation, modification, and mass storage configuration of the security system.

Contractor shall provide annual software updates on all system components. Software updates shall be the latest version as released by the Original Equipment Manufacturer (OEM), conditionally approved by VA Technical Reference Model. Contractor shall provide monthly inspections to verify all system components are online and functioning/recording properly. Contractor shall provide annual inspections to physically inspect and clean every system component and verify firmware (if applicable).

Contractor shall provide access enhanced software license (centralized). Johnson Controls Fire Protection, LP. is the only known authorized provider in the Buffalo/Batavia, NY area for servicing this security system. This is not a request for competitive quotes, however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. If no responses are received, the Government will proceed with the award.
