Notice of Intent This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(5), 38 U.S.C. 8127(b), as implemented by FAR 6.302-5 Authorized or Required by Statute. It is not a request for competitive quotes.

The Department of Veterans Affairs, Network Contracting Office 02 intends to award a sole source, firm-fixed price contract to After Action Medical and Dental Supply, LLC for fifteen (15) Nihon Kohden brand NKV-330 Ventilators and fifteen (15) Nurse Call Cables.

Members of the Respiratory Therapy department at the Buffalo VA Medical Center identified and evaluated several ventilator systems as part of market research efforts and determined that only the Nihon Kohden brand NKV-330 Ventilators had the required salient characteristics. Nihon Kohden is the original equipment manufacturer, and they have confirmed that After Action Medical and Dental Supply is the only vendor authorized to distribute their products.

The North American Industry Classification System (NAICS) code for this requirement is 334510 and the product code is 6515. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement which shall be considered by the agency.

The Government understands that After Action Medical and Dental Supply, LLC is the only vendor that can provide the required Nihon Kohden brand NKV-330 Ventilators. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to jonathan.kilgore@va.gov no later than April 28, 2025, at 12:00 PM Eastern Standard Time. Telephone calls will not be accepted.

The capability statement should include Company Name, UEI Number, Socioeconomic Category, and a brief description of your ability to provide these items. Simply responding as an interested party does not constitute your company as a source. Offeror must provide the above requested information. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government
