Abbott Street Address: 915 East High Street, Suite 500 City, State, Zip: Charlottesville, Virginia 22901-2899 VISN 2 has a requirement to procure a middleware solution for point of care (POC) testing connectivity that can be used with an existing server and is able to interface with existing i-STAT devices and support advanced i-STAT quality control features. Upstate medical centers are currently using the RALS connectivity system with existing VA owned Abbott i-STAT systems (equipment and servers).

Three companies were identified as capable of providing the general requirements for connectivity with RALS, but only one is able to support the data management of all existing VA point of care instruments; Roche and Siemens fail to provide connectivity for the existing VA owned i-STAT equipment.

In accordance with FAR Part 13.106-1(b), it has been determined that only one source is reasonably available due to the requirement for compatibility with existing equipment and servers, and therefore limits this requirement to a brand name only procurement.

Market research was conducted in accordance with FAR part 10; Abbott as the manufacturer and licenser, of i-STAT has identified themselves as the sole distributor of these licenses and associated products and has expressed interested in fulfilling this requirement. This notice of intent to sole source with justification for brand name only satisfies the public posting requirements of FAR 13.501.

Gray market items are considered to be items outside of the original equipment manufacturer s intended distribution channels.

This notice is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received by no later than 12:00 PM Eastern Standard Time on September 10, 2024. Responses to be submitted to Lindsay Goldsmith, Contracting Officer at lindsay.goldsmith@va.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
