DESCRIPTION: NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO VOLPARA HEALTH INC of Lynnwood, Washington. This will be a base plus four option years for software module upgrades to existing Volpara Mammography Reporting System (MRS) to Volpara® Patient Hub™.

This procurement is being conducted in accordance with FAR 13.106-1(b)(1), “Soliciting from a Single Source.” Due to proprietary constraints, the procurement of any alternate brand would necessitate the complete replacement of the existing infrastructure. The NAICS code utilized for this procurement is 513210 Software Publishers with a Size Standard of $47 million. This notice of intent to sole source with justification for brand name only satisfies the public posting requirements of FAR 13.501.

This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone inquiries will be accepted. No contract award will be made on the basis of proposals, or quotations received in response to this notice.

Interested persons may identify their interest and capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide services sought including pricing data and technical data sufficient to determine that a comparable source to the government is available.

The government may consider all Expressions of Interest received prior to June 6, 2024. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Responses to this notice must be emailed to latriece.bruce@va.gov and received by 12:00 PM EST on June 6, 2024. Submitters are responsible for ensuring their EOI reaches the designated contracting officer on-time.
