This is a "REQUEST FOR INFORMATION" only. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing.
The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone and other Small Businesses interested and capable of providing the services described below.
Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. This Sources Sought is for the Syracuse VA Medical Center located at 800 Irving Avenue, Syracuse, NY 13210, who have a requirement for Medical Instrument Maintenance/Sharpening Services for one (1) base year and four (4) provisional option years.
A site visit may be included in the official solicitation.
All parts, labor, fees, and materials shall be included in the purchase order to perform: Contractor shall provide program management, subject matter experts, and engineering support in the on-site services, including same-day pick-up and drop-off for refurbishing or reusable medical instruments (including but not limited to items such as Ophthalmology, Ear Nose & Throat, Vascular reusable equipment, etc.) Instruments shall be inspected, repaired, sharpened, lubricated, and if necessary marked unrepairable during scheduled weekly visits.
Surgical devices, flexible endoscopes, and dental handpieces/electronics shall be included. Off-site repairs for instruments that require extensive repairs shall also be included. All work performed on surgical equipment shall be performed in accordance with OEM specifications. Contractor shall be both ISO 9001:2015 and ISO 13485 certified. Contractor shall have capability to sonic Ophthalmology instruments in a non-enzyme cleaner.
Contractor shall be prepared to provide certifications for repair technicians from a nationally recognized body. Contractor shall be prepared to provide on-site employee information to use on a background check. Contractor shall be required to complete a security clearance with the screening staff and wear VA police issued badge when on-site.
Contractor s mobile unit/van shall be properly labeled with company logo, registered with the VA police, have lift-gate capability for working on case carts, correct ventilation to perform insulation of lap instruments, welder, sonics, and clean water for rinsing. Responses to this notice shall include the following:

Subcontracting plans (note the limitations on contracting at 50% for services, FAR 52.219-4, Limitations on Subcontracting, and/or VAAR 852.219-75/852.219-76) Contractor shall be registered in SAM.gov.
The NAICS Code is 811210 with a Small Business size standard of $34 million. SDVOSB/VOSB vendors shall be registered in the SBA VetCert Database.
