The purpose of Amendment 0002 dated 12/17/2025 is to answer an additional industry question as follows:
Additional Question: Based on answer to Question #6 regarding changing the CLIN Structure for unit by the month, 5 months for base year and 8 months for Option years. Does this mean you want a unit cost per month, followed by a total for that CLIN year? If we base our pricing by the month and there is a particular month with no services required does that mean, we don’t get paid for that month? Or is it just a flat rate per month that we bill out for those duration periods?
Answer: Yes, the Government is requesting a monthly price for the base and following option periods followed by a total for that CLIN period. If no services are required to be performed on any given month, vendors will still be paid regardless. The purpose of Amendment 0001 dated 12/17/2025 is to answer industry questions. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The period of performance will begin upon contract award and continue for one year thereafter. The contract will include 4 option periods. Firm Fixed Price quote AND filled/signed Limitations of Subcontracting attachment. All quotes shall be sent to tyler.kenyon@va.gov Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of the FAR. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following are the decision factors:
1. Price: Price will be evaluated to determine reasonableness in accordance with the FAR. The quotation offering the lowest total evaluated price that is determined to be technically acceptable will be considered for award.
2. Technical Capability: Technical capability will be evaluated on an acceptable/unacceptable basis to determine the vendor s ability to meet or exceed the minimum performance, design, and functional requirements identified in the Statement of Work (SOW).
3. Past Performance: Past performance will be evaluated on an acceptable/unacceptable basis to determine the vendor s demonstrated record of performance on contracts of similar scope, size, and complexity. The Government may use information provided by the offeror, as well as information obtained from other sources known to the Government.
4. Certification: Certification will be evaluated on an acceptable/unacceptable basis to ensure compliance with applicable industry standards and manufacturer qualifications necessary for providing the necessary services. Award will be made to the responsible vendor whose quotation is determined to be technically acceptable and offers the lowest evaluated price to the Government. Responses should contain your best terms, conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
