INTENT TO SOLE SOURCE: Q-matic Patient Journey Management Solutions, Service and Maintenance Agreement to Alvarez, LLC This is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation is available. The Department of Veterans Affairs, NCO1 intends to award a One-Time, Firm Fixed Price, 5-Year Blanket Purchase Agreement (BPA) for maintenance, service and support of the Q-matic Patient Journey Management solutions - Orchestra Enterprise Platform - across VISN1 Network Consolidated Laboratory (NCL) to the Service-Disabled Veteran Owned Small Business (SDVOSB)

Alvarez LLC, UEI: Y928UVG75CT6, located at 2875 Breckinridge Blvd Ste 100, Duluth GA, 30096-4988. The Department of Veterans Affairs Medical Centers NCL, located throughout VISN1 Healthcare System has a requirement for a Q-matic Service and Support agreement. The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901. This statute is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2).

The intent is to procure the referenced services on a sole source basis. No solicitation will be posted to Contract Opportunities. The primary North American Classification System Code (NAICS) is 811210, the PSC is J065. The business size for this NAICS is $34.0M.

In accordance with VAAR 819.7008, the determination to make a sole source award to an SDVOSB is a business decision wholly within the discretion of the Contracting officer; therefore, the requirement to ensure that offers are solicited from as many potential sources as practicable is not applicable to this procurement. This is not a request for proposals. The Government is not responsible for any costs associated with responding to this notice.

Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) or VAAR 819.7009 (DEVIATION) up to $5,000,000. 819.7008 Sole source awards to a certified service-disabled veteran-owned small business.

Capable parties may identify their interests and authorization to respond to this requirement by 02/14/2025, at 6:00 AM (EDT). A determination by the Government not to compete this proposed award based upon responses to this notice is solely within the discretion of the Contracting Officer. Information obtained in response to this notice may also be utilized in a price fair and reasonable determination under FAR 13.106-3(a).
