Page 1 of 2 Page 1 of The West Haven and Newington VA Medical Centers require continued remedial and preventative maintenance of reverse osmosis and deionized water systems used by various hospital departments. These departments include Dentistry, Pathology, Virology, Endoscopy, Dialysis, Sterile Processing Department (SPD), and Research Laboratories.

Continued maintenance service ensures the water systems continue to operate as required by VA Directive 1116 Dated 2023, Management of Critical and Semi-Critical Reusable Medical Devices. In addition to continued maintenance for water systems at both VAMC campuses; the West Haven VA requires a new reverse osmosis system to support the blood lab. Currently the VHA Office of Healthcare Technology Management (HTM) supplements the Blood Labs RO requirement.

VISN 1 blood lab capability at the West Haven VAMC is contingent on continued HTM support which is not indefinite. The blood lab requires its own dedicated reverse osmosis system to provide necessary lab capability on its own. Salient Characteristics Hydro RO/DI water purification system located in Newington and West Haven location are custom-designed pieces of equipment.

Hydro, designs, builds and engineers every system tailored to the individual needs of each customer and uses proprietary methods in production, and as such is a sole source supplier for same. The DI tanks also follow a proprietary regeneration process and as such are a sole source supplier and owned by Hydro. This Special Notice is NOT a request for competitive proposals.

Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than July 25th, 2024, Responses should be sent to Nathan.Langone@va.gov. Information received will be for the purpose of determining whether to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
