The Department of Veterans Affairs intends to award a sole source award to Safeguard Security Solutions, LLC (Service-Disabled Veteran-Owned Business) for mail carrier service at Veterans Health Administration (VHA) Office of Finance – Payment Operations. The Firm-Fixed Price 12-month base year, and four, one-year option years contract will provide continue service.

This proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5(b)(6) Authorized or required by statute. The applicable statute is Public Law 109- 461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 U.S.C.§ 8127(c) and VAAR 806.302-570(c). This is a "Notice of Intent" and not a request for competitive proposals or quotes.

Interested parties that feel they can provide the services may respond to the point of contact listed in this notice no later than 11:00AM ET on September 24, 2024. The determination to not compete the proposed acquisition is wholly within the discretion of the Government. The Government will not be responsible for paying on any costs incurred and/or associated with the development of any responses submitted to this notice.

Respondents are advised, the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
