Award Description The Department of Veterans Affairs (VA), Office of Information Technology (OIT) has three trailers that are located on Russell Road in Quantico, VA. A LenelS2 OnGuard Federal Information Processing Standards (FIPS) 201 Physical Access Control System (PACS) was installed in 2020 and was required for this location to provide building security and secure access to the trailers.
The objective of this effort is to acquire Annual Technical and Maintenance Support for the new system. The contractor shall perform tests, cleaning, adjustments, and all other preventive maintenance specified or recommended by the equipment manufacturers for all equipment in the access control system whether originally installed by contractor or not.
Award Authority The intended award was for a firm-fixed priced sole source contract with a 12-month base period of performance and four additional 12-month option periods. The statutory authority permitting other than full and open competition for this procurement is Public Law (PL) 109-46, Veterans First Contracting Program, as codified at 38 U.C. 8127 and 8128 and implemented at Veterans Affairs Acquisition Regulation (VAAR) Subsection 819-7007(c).
