SOURCES SOUGHT NOTICE THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS SOURCES SOUGHT NOTICE. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.
The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM) is conducting market research to identify qualified and eligible Construction Contractors capable of performing full construction and modernization of 13 traction type elevators at the VACO building located at 810 Vermont Ave NW, Washington, D.C. 20420. The scope of work includes fully modernizing 12 passenger elevators and 1 freight elevator that is compliant with all applicable life safety and building codes.
It requires modernizing every piece and component of the elevator system to include, but not limited to, new traction machines, deflector sheaves, hoist ropes, rope compensation, governor rope, speed governor, type B safeties, overspeed protections, car counterweight buffers, and interior cab finishes and cab controls. Additionally, provide new stopping devices, workman s lights and outlets, cartop operating device, leveling device and emergency stop switches.

The intent of this Source Sought Notice is to identify interested and eligible SDVOSBs, VOSBs, and other small business construction firms with the capacity, qualifications, and experience to perform elevator modernizations in order to finalize the acquisition strategy. This requirement will be procured under FAR 36, Construction and Architect-Engineer Contracts, as a construction acquisition. The anticipated acquisition strategy is:

236220 Commercial and Institutional Building Construction Size Standard: $45 Million Period of Performance: 550 Calendar Days after the Notice to Proceed Contract Type: Firm Fixed-Price This requirement is proposed to be solicited as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. All interested SDVOSB and VOSB firms must be registered in SAM.gov and verified in the SBA Veteran Small Business Certification (VetCert) database.
The anticipated award date of the construction contract is March 2026 / April 2026.
