The Office of Construction and Facilities Management (CFM), Office of Facilities Acquisition (OFA) Central Region has a requirement for a Firm-Fixed-Price Contract to provide professional Architect-Engineer (A/E) Services to create new space criteria for Program Guide (PG) 18-9, equipment/room contents (PG 18-5), and planning/design (PG 18-12) standards for VHA Intensive Care Patient Care Units. Deliverables of this project includes, but is not limited to:
-PG 18-9: Develop a Space Planning Criteria Chapter 102 as the space criteria for Intensive Care Patient Care Units. -PG 18-5: Develop an Equipment Guide List for every Room Code in the PG 18-9 Space Planning Criteria Chapter. -PG 18-12: Develop a new PG 18-12 Design Guide for the Intensive Care Patient Care Unit Facilities. See attached DRAFT Statement of Work for complete project deliverables and requirements.
The North American Industry Classification System (NAICS) Code is 541310-Architectural Services, and the Small Business Standard is $12.5 million. The anticipated solicitation will be issued utilizing FAR Part 36. The type of socio-economic set-aside, if any will depend upon your responses to this notice and all other information gathered during the market research. All firms must have an active registration in SAM.GOV.
For SDVOSB and VOSB firms you must be verified in the Veteran Small Business Certification (VetCert) database. To be considered an Interested Party for this project, request the following:
1. Statement of Intent that A/E qualifications will be submitted for the future Call for SF 330 s. Provide your firm s point of contact information, SAM UEI number, business size based on NAICS code 541310, business type (Large Business, Small Business, SDVOSB, VOSB, Small Disadvantaged Business, WOSB, etc.) 2. Evidence of A/E experience in the development of healthcare planning and design standards (VA or private sector) to establish a framework within which functional spaces of a healthcare facility are planned and designed to facilitate safe, effective, and efficient healthcare delivery to patients.
3. Evidence of A/E experience in providing detailed information on knowledge and work experience in research, space programming, space planning, equipment planning, and design of facilities that house Intensive Care Patient Care Units. The purpose of this Sources Sought Notice is to determine if set-aside procedures will be utilized. All information must be submitted in sufficient detail for a sound business decision to be made on any possible set-aside determinations.

This Sources Sought Notice is issued solely for market research and gathering information for planning purposes only. This Notice does not constitute a Solicitation (Request for Quotes, Request for Proposal, or Invitation for Bids).
