This Notice of Intent/Solicitation is provided to advise that the Government intends to solicit a firm-fixed-priced purchase order sole source award, for the maintenance and technical support for a walk-away automated specimen processing (WASP) instrument. The contract covers all service for the current WASP instrumentation located at the VA Palo Alto Health Care System, Pathology & Laboratory Medicine Service, to COPAN Diagnostics, Inc, 26055 Jefferson Ave Murrieta, CA 92562-6983.

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii) and 41 USC §1901, only one will meet the Government’s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. It is the Government’s belief that the proposed vendor is the only provider of the maintenance and technical support for the WASP that can meet the agency’s needs.

The applicable North American Industry Classification System (NAICS) code is 811210, Electronic and Precision Equipment Repair and Maintenance, $34.0 million SBA size standard and the Product Service Code (PSC) is J066 – Maintenance, Repair, and Rebuilding of Equipment – Instruments and Laboratory Equipment. This notice of intent is not a request for competitive quotes. Telephone requests will not be accepted.

However, any business that believes it can provide maintenance and technical support for a walk-away automated specimen processing (WASP) instrument may give written notice to derek.brown7@va.gov by the questions due date and time stated in box 20 of the SF1449. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement.

Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. Your response should include a STATEMENT OF CAPABLILITY, GSA SCHEDULE INFORMATION, DUNS#, BUSINESS SIZE, AND SOCIO-ECONOMIC STATUS. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS/SOLICITATION.
