THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO CELLCO PARTNERSHIP FOR WIRELESS SERVICES The Department of Defense (DoD) Washington Headquarters Services Acquisition Directorate (WHS/AD) intends to award a sole-source, firm-fixed-price contract for Wireless Services to Cellco Partnership, 1 Verizon Way, Basking Ridge, NJ 07920 (SAM Unique Entity ID:

CK77N4SCAJD3, CAGE: 1HWU7). In order to meet the Government’s mission, the Defense Security Cooperation Agency (DSCA), Office of Operations (OBO) Division requires procurement of HVAC Wireless Services. The service is to provide a total of 100 cellular plans to Defense Security Cooperation Agency (DSCA) Service Desk, Supervisors, Infrastructure Support, Operation Support, Cyber, and Data Base Administrators (DBA) team.

The plan will include unlimited talk, text, data, nights and weekends, mobile to mobile, caller identification and voicemail, domestic roaming and nationwide long distance, and Wi-Fi “Hot Spot” along with an annual device upgrade. The service will also include all applicable accessories, tethering capability for all phones, associated government fees and surcharges. This is not a new requirement; this is a follow-on to current contract number HQ003419F0610.

This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) Part 16.505(b) “Orders under multiple- award contracts”. The NAICS code utilized for this procurement is 517112, Wireless Telecommunications Carriers (except Satellite) with a Small Business Size Standard of 1,500 Employees. The PSC code is 5805, Telephone and Telegraph Equipment.

This requirement is a commercial items/services with a dollar value over the Simplified Acquisition Threshold for a period of performance of one Base Period and four Option Years with an anticipated start date of 9/27/2024. This notice of intent is NOT a request for proposal or quotation. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.
