NOTICE OF INTENT TO EXERCISE SOLE SOURCE OPTION The Department of War (DoW), AFLCMC/ESKY, intends to exercise an option on a sole-source basis under existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract FA8523-21-D-0006 awarded to Northrop Grumman Systems Corporation, located at 7575 Colshire Drive, McLean, VA 22102-7508.
1. Scope of the Option: This action will exercise Option Period V to continue providing Sustaining Engineering Services (SES). The requirement encompasses AN/ALQ-184 Electronic Countermeasure (ECM) software support (including Independent Verification & Validation (IV&V) testing, Operational Flight Program (OFP) support, code/documentation reviews, and test tool updates) and AN/ALQ-131 ECM system hardware sustainment.
The hardware sustainment includes specialized engineering support for system-level deficiency analysis, obsolescence and diminishing manufacturing source (DMS) resolution at the component/Shop Replaceable Unit (SRU) level, lab test support, and continued support for the Electronic Warfare Avionics Integration Support Facility (EWAISF).
2. Duration and Estimated Value: The specific period of performance for this option period is through 7 June 2026 through 6 June 2027.
3. Statutory Authority: This action is being executed under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" (10 U.S.C. 3204(a)(1)), as supported by the single-award IDIQ exception at FAR 16.504(c)(1)(ii)(B)(1).
4. Rationale for Sole Source: The supplies and services required are unique and highly specialized. This requirement builds on critical, proprietary information established during the foundational FY18 sole-source obsolescence effort. The incumbent is the only contractor capable of providing performance at the level of quality required for these highly complex ECM systems. Awarding this option to any other source would result in a substantial duplication of costs to the Government that is not expected to be recovered through competition and would cause unacceptable delays in fulfilling critical DoW mission requirements.
5. Contestability & Public Response: This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements must be submitted electronically to the Primary Point of Contact, Cindy Courson, at cindy.courson@us.af.mil no later than 5:00pm EST on 2 June 2026.
