NOTICE TYPE: SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE – ProQuest LLC NAICS Code 519290 - Web Search Portals and All Other Information Services PSC DA10 – BUSINESS APPLICATION SOFTWARE AS A SERVICE The U. S. International Trade Commission (USITC or Commission), intends to make an award, on a sole source basis, to ProQuest LLC, 789 E Eisenhower Pkwy, Ann Arbor, MI 48108-3218, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

This requirement is for an annual subscription to ProQuest Legislative Insight - a comprehensive US law legislative histories database supporting ITC legal community and Commission offices. Importantly, access to all hearings, committee prints, and versions of bills are easily accessible. ProQuest provides a persistent link feature which allows users to share documents that normally would be too large to share via email. The period of performance is one year, with 2 option years.

Base Year: October 1, 2025 through September 30, 2026 Option Year 1: October 1, 2026 through September 30, 2027 Option Year 2: October 1, 2027 through September 30, 2028 This announcement is not a request for competitive proposals. A solicitation will not be available for this requirement. The intent of this announcement is for informational purposes only. However, any information received within five days after the posting date of this notice will be considered by the Government.
