Endoscopy Imaging Operations

NOTICE OF INTENT TO SOLE SOURCE - The Defense Health Agency Contracting Activity (DHACA) Health Contracting Division – Northeast (HCD-NE) intends to Award a Firm Fixed Price, Federal Supply Schedule (FSS) Order, on a sole source basis to UTECH Products Inc. (DBA EndoSoft LLC), 135 Broadway, Schenectady, NY 12305 utilizing the authority of Revolutionary FAR Overhaul (RFO) Subpart 8.4 – Ordering under the Federal Supply Schedule and GSAR 538.7104-3(a) – Exceeding MPT, but not exceeding the SAT.

The ordering activity contracting officer must determine in writing that the circumstances of the acquisition deems only one source reasonably capable of providing the products, services, or solutions (e.g., urgency, exclusive licensing agreements, items particular to one manufacturer).

This requirement is to provide licensing, installation and integration of EndoSoft Information Systems, supporting Endoscopy imaging operations for the General Surgery Department at the Keller Army Community Hospital (KACH) West Point, NY.

UTECH Products Inc. (DBA EndoSoft LLC) holds exclusive rights to the software, there are no authorized resellers, and it is the only software identified that provides full MHS GENESIS integration and a valid, secured Authorization to Operate which is required across Military Health Systems.

The software subscription is for the following subscriptions: EndoVault Network Base Module Server License EndoVault Network Specialty Workstation Software License EndoVault Electronic Nursing Record Software License EndoSoft High-Definition USV Image/Video capture and communication cable with software 6 Hospital/Practice Information System Interface HL7 ADT Hospital/Practice Information System Interface HL7 ORD Hospital/Practice Information System Interface HL7 OBR EndoSoft DICOM Interface with VISTA Imaging Work list and Storage and Encapsulated PDF EndoSoft Database Server with Rack Mount EndoSoft Workstation ENDO-MANUAL ENDO-Training ENDO-Support A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

Interested Organizations may submit information for consideration of their capabilities and qualifications for future acquisitions to the Contract Specialist, Warren Dawkins at warren.t.dawkins.civ@health.mil.

The Government intends to award a contract on or around 18 September 2026.The Health Contracting Division - Northeast, Defense Health Agency Contracting Activity (DHACA), Keller Army Community Hospital, West Point, NY intends to Award a Firm Fixed Price, Purchase Order, on a sole source basis to UTECH Products Inc DBA EndoSoft LLC., 135 Broadway Schenectady, NY 12305-2501, utilizing the authority of Title 41 U.S.C.

3304(a)(1) as implemented in FAR 6.103-1(b): For purchases available from only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to award an order on or around 25 September 2026.
