Torque Calibration System Upgrade 250-2000 lbf-ft

AFMETCAL at Heath OH intends to solicit and award a Sole Source Firm Fixed Price (FFP) contract under Simplified Acquisition Procedures (SAP) in accordance with Revolutionary FAR Overhaul (RFO) Part 12 Acquisition of Commercial Products and Commercial Services and RFO 12.201-1 Simplified Procedures for the purchase of a Torque Calibration System Upgrade 250-2000 lbf-ft to Snap-On, A Division of LDSC Holdings, LLC (Cage 55719).

Only Snap-on can provide the necessary upgrade due to the proprietary nature of the original system manufactured by CDI. Snap-on purchased CDI and manufactures equipment specifically designed to interface with CDI systems. For this requirement, there is no other action that can be accomplished to generate competition without substantial duplication of costs. This procurement will provide the best value to the Government at this time. The Government envisions a Firm Fixed Price type contract.

The anticipated quantity is 42 unit upgrades over a 5 year period. The requirement is for Torque Calibration System Upgrade 250-2000 lbf-ft in accordance with the Purchase Description, which is available for download at this site. A copy of the approved J&A is also posted with this notification. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued.

A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within fifteen (15) days of this publication.
