26-003910 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price purchase order Dynamic Systems Inc, located at 880 N Park View Dr, El Segundo, CA 90245, on a firm fixed price sole source award basis to provide hardware and software maintenance to the National Institutes of Health.
This requirement restricts consideration to a brand name product from one manufacturer. Oracle hardware and software are essential to the Government's requirements and market research indicates other companies' similar products, or products lacking the particular features, do not meet, or cannot be modified to meet the Clinical Centers (CC) needs. These systems are vital to the running of the hospital.
Failure to purchase Oracle support services, will dramatically increase the time, effort and constraints on performance by eliminating what is able to use currently which will cause extensive performance degradation, service denials, and information losses. The procurement of the Oracle maintenance is essential to support the current environment. Sun Servers are proprietary to Oracle as is their operating system.
It would cost the Clinical Center a considerable amount of time and funding to replace the current environment.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.
Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
