Notice of Proposed Contract Action to Increase Contract Ceiling The Missile Defense Agency (MDA) intends to award a contract action to increase the ceiling of the contract in order to accommodate the MDA’s increased need for the services currently being performed under the existing contract. There will be no change to the contract period of performance.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii) for the performance of complex and highly technical Threat Systems Engineering efforts to provide MDA with specialized products and services that implement specific fidelity, runtime, and memory requirements to support legacy modeling and simulation tools, Aegis Ballistic Missile Defense (ABMD), Long Range Discrimination Radar (LRDR), and Homeland Defense Radars (HDR).
The effort herein will require the application of advanced scientific and technical knowledge, approaches, processes, and tools to develop cost-effective representations of adversary missile systems in support of the Agency’s on-going missions to include the Missile Defense System (MDS) Capability Increments, Defense Against Hypersonic Threat (DAHT), and Missile Defense and Defeat Enhancement (MDDE).
Market Research indicates that Systems Engineering Group, Inc. (SEG) represents the only source having the requisite in-depth technical knowledge of MDS component systems and specialized technical expertise that is required to fully accomplish the scope of work contemplated herein within mandated timeframes.
Further, the required level of expertise cannot be attained by any other contractor within the anticipated period of performance for this effort without MDA incurring unacceptable delays and risk to the Agency's ability to accomplish mandated MDS-related capability enhancements. This contract action would ensure continuity of critical work until such time that this requirement can be procured competitively.
A determination by the government not to compete this proposed contract action is solely within the discretion of the government. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. Companies interested in subcontracting opportunities should contact SEG directly. DISTRIBUTION STATEMENT A.
