ASOS Software Baseline Management

NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and the National Weather Service (NWS), using the procedures set forth in Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Products and Commercial Services and FAR Part 13 - Simplified Acquisition Procedures, intends to negotiate on a sole source basis with Campbell Scientific Inc (CSI), for a firm-fixed price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Automated Surface Observing System (ASOS) Software Baseline Management.

The ASOS is undergoing a service life extension to extend the systems lifecycle beyond 2040. A phased approach to the upgrade is underway and includes the replacement of the data collection, system processing and dissemination subsystems. The ASOS Program Office needs operating system licensing and node management for the CSI ASOS system to support operations and maintenance. The statutory authority for other than full and open competition is FAR 13.501(a), Sole source acquisitions.
