24-005031 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Office of Purchasing and Contracts intends to award a fixed price contract to Qiagen, LLC located at 19300 Germantown Road Germantown, Maryland 20874-1415 on a sole source basis for the Qiagen QIAcuity Digital PCR System preventative maintenance services for a performance period of one year.

The Department of Laboratory Medicine (DLM) has a requirement for preventative maintenance services on its QI Acuity Digital PCR System.

Qiagen, LLC is the original equipment manufacturer for these items, and the only source capable of providing on-site preventative and remedial maintenance services on the following instrumentation: Qiagen QIAcuity One, 5plex Instrument (S/N 803), QIAgility (S/N 74), QIAgility (S/N 66), QIAgility (S/N 3579), QIAgility (S/N 14803), QIAgility (S/N 26210), QIAcube (S/N 5703), QIAcube (S/N 30420), QIsymphony SP (S/N 14369), QIsymphony SP (S/N 35255), QIsymphony SP (S/N 37432), QIxcel (S/N 31655).

This maintenance agreement serves to keep all instruments running optimally while costly repairs due to damaged or malfunctioning equipment. Qiagen, LLC shall provide factory trained personnel with expertise in preventative and remedial maintenance for all the Qiagen instruments.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.

Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
