F/A-18E/F LOTs 43-46 FULL RATE PRODUCTION

The Naval Air Systems Command intends to solicit and negotiate a Fixed Price type, sole source contract with The Boeing Company, St. Louis, MO for the follow-on production of the F/A-18 E/F aircraft for FY19 - FY23 under a base contract plus four option years, or other contract vehicle such as a Multi-Year if approved. In addition, ten (10) Congressional added aircraft are included in FY18 and FY19.

Approximate quantities of the following will be included in this procurement: FY19, 24 aircraft; FY20, 24 aircraft; FY21, 24 aircraft; FY22, 5, and FY23, 12 aircraft; or other quantities authorized by Congress. Foreign Military Sales (FMS) quantities may also be included. This sole source procurement will also include long lead procurement (Advanced Acquisition), Aircraft Armament Equipment (AAE), Engineering Change Proposals (ECPs), Tooling, and technical data.

This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18E/F and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required.
