The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Rolls-Royce Marine North America, Inc. (RRMNA) for Design Agent Engineering Services for the Littoral Combat Ship (LCS) Freedom Class, LSD 41/49 Class Ships, and DDG-51 Arleigh Burke Class Ships.
The Government intends to make award within the 2nd quarter of fiscal year 2022. This contract is in support of design development, non-recurring engineering (NRE), shipboard troubleshooting, diagnosis & repair, calibration, and verification & validation efforts for the Integrated Bridge System (IBS), Control Area Network and Maneuvering (CANMAN) Steering & Propulsion Control System (SPCS),Machinery Control System (MCS), and Propulsion Load Management Unit (PLMU) within department 50 of NSWCPD.
Pursuant to 10 U.S.C. 2304(c)(1), RRMNA is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. As the OEM, RRMNA is the sole servicer that can provide the associated Design Agent Engineering Services for the Littoral Combat Ship (LCS) Freedom Class, LSD 41/49 Class ships.
Additionally, RRMNA is the only entity that can provide lifecycle support for the Programmed Control Module (PCM) integrated into the Machinery Plant Control & Monitoring System (MPCMS) controls software and DDG-51 MCS software. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses shall be made in writing by email to the attention of David Rhoads using the contact information provided in this synopsis. Phone calls will not be accepted. The Product Service Code (PSC) for this effort is L020.
