The Department of Health and Human Services intends to award a sole source contract to Massachusetts Institute of Technology (MIT) for National Institute on Disability, Independent Living and Rehabilitation Research (NIDILRR) support on core Web Accessibility Initiative (WAI) and World Wide Web Consortium (W3C) activities, sustaining a multi-stakeholder forum that brings together the perspectives and contributions of industry, the disability community, research, and government from around the world to develop consensus-based accessibility recommendations for the W3C Web accessibility internationally; its recommended solutions and resources are used throughout the United States and the world.
Services will focus on the "accessibility" for the disability community. The anticipated contract will cover base year plus four option years. This notice is not a request for competitive proposals. However, any responsible source may identify their interest and capability to respond to the requirement no later than 25 September 2025. A determination by the Government not to compete with this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
