Notice of Intent to Sole Source- Open, Inspect and Report for RT-2200 Radios

In accordance FAR 5.2, this is a notification of a proposed sole-source contract action to Rockwell Collins, Inc. The United States Coast Guard intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b) to Rockwell Collins, INC., 400 Collins Road, NE, Cedar Rapids, IA 52498. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements.

Rockwell Collins, Inc. is the sole source provider for the required repair services. The vendor is the Original Equipment Manufacturer (OEM) of the proprietary RT-2200 Receiver-Exciter. Due to the proprietary nature of the RT-2200 Receiver-Exciter there is no way to modify products by other manufacturers to work with the USCG’s existing components or equipment. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.

Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than (NLT) 1:00 PM ET of Thursday, 29 May 2025. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes.

Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to the Contract Specialist, Ann M.
