Public Law (PL) 100-656, the Business Opportunity Development Reform Act of 1988, amended the Small Business Act to emphasize acquisition planning and require agencies to prepare a forecast of expected contract opportunities, including those that small businesses can perform.

The Forecast of Contracting Opportunities Tool provides information on anticipated federal contracting opportunities for several agencies.
