U.S. DEPARTMENT OF THE TREASURY OFFICE OF TECHNICAL ASSISTANCE PROGRAM ANALYST/HUMAN RESOURCES (HR) LIAISON The U.S. Department of the Treasury is seeking a detail-oriented administrative and program support staff member to serve as a Human Resources (HR) Liaison for its Washington, DC-based technical assistance program. The person selected will be hired under a personal services contract.

The Office of Technical Assistance provides technical assistance to over 50 countries in five functional areas: economic crimes, government debt and infrastructure finance, budget and financial accountability, banking and financial services, and revenue administration. SCOPE OF POSITION The HR Liaison supports the office in planning, coordinating, implementing, and evaluating HR program activities. Duties include, but are not limited to:

Providing OTA management and employees with assistance in implementing HR programs and procedures related to recruitment, staffing, position classification, and employee benefits. Researching and preparing HR briefing materials and conducting or participating in briefings for senior staff on various HR initiatives. Researching, analyzing, and developing processes and procedures related to the onboarding of personal services contractors (PSCs).

Developing and coordinating organizational and process changes related to HR functions as needed in response to shifting program emphasis, redirected program priorities, and/or Departmental Offices requirements. Recommends to Senior Management any necessary changes to OTA methods, procedures, processes, and policies resulting from such issuances, and assists in implementation of changes.

Representing and reflecting management positions on HR related matters to employees and providing recommendations to senior staff on HR matters. Representing OTA at meetings, briefings, and discussions on a wide variety of subjects related to human resources and administrative support for Treasury international technical assistance work. Serving as Contracting Officer’s Representative (COR) for purposes of maintaining HR systems/records and processing clearance requests.

QUALIFICATIONS Required Knowledge, Skill, and Experience: Bachelor’s degree in human resource management, public administration, international affairs, social sciences, or related field 5–10 years of progressively responsible experience, ideally in HR management, project coordination, and U.S. government foreign assistance Knowledge of and experience conducting job analyses, developing position descriptions, and conducting interviews Experience onboarding new staff and offboarding departing staff Strong written and verbal communication skills; able to work independently and collaboratively Skilled in engaging diverse audiences, problem-solving, and delivering excellent customer service Capable of advising leadership on personnel matters, including on recruitment, onboarding, and management of personal services contractors Proficient in SharePoint, Excel, Word, Adobe, PowerPoint, HR systems, and other standard office tools The following is not required, but is preferred: Familiarity with HR Connect Familiarity with office automation software (such as Power Automate) Familiarity with State Medical clearance process, as well as ethics and security requirements for PSCs Understanding of position classification standards Master’s degree and/or HR-related certifications COR certification Please note: These are PERSONAL SERVICES CONTRACTOR positions; NOT civil service positions. Must be U.S. citizen.

SALARY: In accordance with program regulations and based on demonstrated salary history, salaries range from $57.78 to $75.11 per hour. Background checks and Security Clearance: Secret Candidates will need to be eligible to obtain and maintain an appropriate level of security clearance.
