U.S. DEPARTMENT OF THE TREASURY OFFICE OF TECHNICAL ASSISTANCE Monitoring and Evaluation Specialist The U.S. Department of the Treasury is seeking a Monitoring and Evaluation Specialist for its Washington, D.C.-based technical assistance program. The Monitoring and Evaluation Specialist provides a wide range of operations management and administrative services to U.S. government employees and personal services contractors. The person selected will be hired under a personal services contract.
The Office of Technical Assistance provides technical assistance in over 50 countries in five functional areas; economic crimes, government debt and infrastructure finance, budget and financial accountability, banking and financial services, and revenue policy and administration. The Monitoring and Evaluation Specialist will contribute to, and at the discretion of the supervisor, lead efforts to develop, standardize, and implement OTA’s monitoring and evaluation (M&E) policies and practices.
This position is responsible for contributing to the design of new M&E tools and procedures, collecting and analyzing project data, maintaining, implementing and refining existing procedures, methodologies, and tools for undertaking evaluations. This position is located at OTA headquarters in Washington, DC. After a probationary period, some telework may be allowed, but this is not a remote work position. Some travel will be required.
Required Skills and Experience: Effective communication (oral and written) and public presentation skills Highly organized self-starter Knowledge of the principles of international development, public financial management, financial sector, technical assistance, and/or monitoring and evaluation Excellent problem-solving and analytical skills Interpersonal skills to include ability to work as a team member, establishing effective work relationships that increase information flow and productivity Strong computer skills to include in-depth knowledge and experience in word processing and spreadsheet development, as well as information sharing technology such as SharePoint and video conferencing In addition, the following experience/knowledge is not required but is preferred: Knowledge of monitoring and evaluation standards and practices, particularly related to foreign assistance International experience in the public, private, or non-profit sectors, particularly in developing/emerging markets Please note: These are PERSONAL SERVICES CONTRACTOR positions; NOT civil service positions. U.S. citizenship is required.
SALARY: In accordance with program regulations and based on demonstrated salary history, salaries range from $32.78 to $61.79 per hour. Background checks and Security Clearance: Secret Candidates will need to be eligible to obtain and maintain an appropriate level of security clearance. Successful applicants must be able to obtain State Department medical clearance for worldwide travel.
