SPECIAL NOTICE TO SOLE SOURCE:

Gallo | email: angela.c.gallo@irs.gov For: Thomson Reuters CLEAR Subscription Services for OFAC The Office of Business Solutions Acquisition (OBSA); Treasury Operations Branch, intends to negotiate a sole-source acquisition in accordance with FAR 6.302-1 with West Publishing Corporation for subscription services to Thomson Reuters CLEAR with the approximate start date of October 1, 2024. The Department of Treasury’s Office of Foreign Assets Control (OFAC) requires a subscription service to a web-based investigative platform that allows OFAC to obtain intelligence on heightened risk individuals and organizations, completely and efficiently.

OFAC requires a tool to research business intelligence that will enhance the efficiency and effectiveness of their mission. Thomson Reuters CLEAR assists OFAC with conducting counterintelligence risk assessments, counterintelligence inquiries, and supply chain threat assessments. Thomson Reuters CLEAR is powered by billions of data points and leverages cutting-edge public records technology to bring all key content together in a customizable dashboard.

Locate hard-to-find information and quickly identify potential concerns associated with people and businesses to determine if further analysis is needed. The user-friendly platform was designed with intuitive navigation and simple filtering parameters, to quickly search across thousands of data sets and get accurate results in less time. CLEAR is the most comprehensive database of historical and real-time information of high-risk entities.

West Publishing Corporation a Thomson Reuters business, is the sole provider of this service and there are no authorized resellers. A 12-month base period and four (4), 12-month option periods are contemplated for this acquisition with an approximate start date of October 1, 2024. These services are currently in place under GSA Order GS-02F-026DA/2032H320F00007. No solicitation package will be issued.

This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM, EST on August 20, 2024. Responses shall be submitted to Angela C. Gallo at angela.c.gallo@irs.gov. Responses shall include, at a minimum, the following information:

1. The name of your company;

2. Company DUNS No and CAGE Code;

3. Point of Contact, and secondary contact, information;

4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above.

The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
