AMENDMENT 0003 – The purpose of this Amendment is to change the type of towel listed in Section 5.1.5 of the PWS. This Amendment includes the following Attachments: Updated Performance Work Statement (PWS)
(Attachment 1 WCF Towels Rental Laundering PWS_JAN26-0003): Section 5.1.5 – White Virgin Shop Towels/Wipes (Ink Mill / Rotary Screen): The Contractor shall provide 18×18-inch brand new, pre-washed first time only, white shop towels/wipes (100% cotton). The Contractor shall deliver 3,000 white virgin shop towels/wipes each week (to be divided between Ink Mill and Rotary Screen) unless otherwise indicated by the COR. These towels have been changed back to the original 100% cotton towel. Updated Request for Quotation (RFQ) (RFQ 2031ZA26Q00019 - Amendment 0003) No Changes
AMENDMENT 0002 – The purpose of this Amendment is to extend Quotation submission deadline to February 9, 2026, 2:00PM CST. All samples must be postmarked by this date. This Amendment also includes the following Attachments: Updated Pricing Worksheet (Attachment 3 Pricing Sheet UPDATED JAN 2026) Fill in Unit Price (Pink Highlighted Fields) and the Total will calculate automatically Updated Performance Work Statement (PWS)
(Attachment 1 WCF Towels Rental Laundering PWS_JAN26): Section 1.5 – Period of Performance was updated to correct dates. Section 5.1.5 – White Virgin Shop Towels/Wipes (Ink Mill / Rotary Screen): The Contractor shall provide 16×16-inch brand new white shop towels/wipes (microfiber poly-blend towel, 85% Polyester, 15% Polyamide). The Contractor shall deliver 3,000 white virgin shop towels/wipes each week (to be divided between Ink Mill and Rotary Screen) unless otherwise indicated by the COR.
These towels have been changed from 100% cotton to a tightly woven, microfiber poly blend towel. Added Technical Exhibit 4 – Solvent-Contaminated Wipes Final Rule Summary Chart, starts on Page 52 of PWS. Updated Request for Quotation (RFQ)
(RFQ 2031ZA26Q00019 - Amendment 0002): Extend Quotation submission due date Changing towel samples from optional to MANDATORY. All Offerors must send towel samples to determine Technical Acceptability. Now required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the senders’ request and expense, unless they are destroyed during pre-award testing. AMENDMENT 0001 - The purpose of this Amendment is to announce Site Visit (Issuance of Samples) information and add Clause Addendum, correct dates in the RFP, correct formulas in the Pricing Worksheet, Add required document from APU No. 26-01: Mandatory Staffing Plan, and provide Responses to Questions received during Clarification period.
In accordance with 52.237-1 Site Visit (Apr 1984), the BEP WCF – Environmental, Health & Safety Branch is hosting a Pre-Proposal Site Visit during the solicitation phase to allow offerors to obtain a better understanding of site conditions and the work required, as well as acquire samples. The site visit is scheduled at 10:00am CST on Monday, January 12, 2026 at 9000 Blue Mound Rd, Fort Worth, TX 76131. Prospective offerors are encouraged to attend.

The Bureau of Engraving and Printing (BEP) Western Currency Facility (WCF) has a requirement for weekly rental and laundering services of cloth wipes and towels in Fort Worth, TX. This requirement is critical to production operations at the WCF. These wipes are used on printing presses for cleaning and will be either contaminated with solvent and ink, or with oil and grease.
These contaminants require specialty waste management in accordance with applicable American National Standards Institute (ANSI), U.S. Department of Transportation (USDOT), Environmental Protection Agency (EPA), Occupational Safety and Health Standards (OSHA), and Texas Commission on Environmental Quality (TCEQ) regulations. Please see solicitation document (RFQ 2031ZA26Q00019_WCF Towel Rental Laundering) attached for further details and quotation submission. A Firm-Fixed Price Contract will be awarded for these services. The Period of Performance is as follows:
Base: February 26, 2026 - February 25, 2027 Option Year 1: February 26, 2027 - February 25, 2028 Option Year 2: February 26, 2028 - February 25, 2029 In accordance with FAR Provision 52.212-2 Evaluation-Commercial Products and Commercial Services, please include a submission package with: Technical Approach write-up demontrating a clear solution and thorough comprehension of the objectives of the Performance Work Statement (PWS); Past Performance of similar complexity and magnitude of this procurement within the last 5 years; and Pricing that includes elements within the optional Pricing Worksheet.
