THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE BLANKET PURCHASE AGREEMENT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Government hereby submits a notice of intent to award a sole source, firm fixed rate, four (4) year Blanket Purchase Agreement (BPA) for the US Coast Guard Air Station for infrequent daily rental of 2,250 square foot hangar space in Dutch Harbor, Alaska.

The space will be used for storage and/or maintenance activity for US Coast Guard fixed wing and rotary wing aircraft when the US Coast Guard is deployed to the Bering Sea for mission essential operations. The vendor will be GUARDIAN FLIGHT LLC, 10888 S 300 W, SOUTH JORDAN, UT 84095, UEI: EDBGG6BM8LA3. The period of performance will be for four (4) years from the date of the executed BPA.

This action is being awarded on a sole source basis pursuant to FAR 13.106-1(b)(1)(i), services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. Dutch Harbor, Alaska, is a remote area of the state, with limited structures available in the area. Vendor operates the only building in Dutch Harbor with the minimum requirements needed by the government.

No other facility exists in Dutch Harbor, or within the operational region of the Bering Sea. USCG Base Kodiak, Kodiak AK 99619 will be the procuring entity for this effort. Performance will occur at Dutch Harbor, AK 99692. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this requirement is 488119. This notice of intent is not a request for competitive quotes.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 24 April 2025, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
