Cold Bay, AK Solid Waste Disposal - Notice of Contract Action

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard water sewage/solid waste removal services at Cold Bay, Alaska. The vendor will be City of Cold Bay, 10 Baranov Rd, Cold Bay, AK 99571, UEI: NJPCGLKHK743. The period of performance will be July 1, 2025 – June 30, 2029, should all options be exercised.

This action is being awarded on a sole source basis pursuant to FAR 13.106-1(b)(1)(i), services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. Pursuant to Section 6.37.050 of the Cold Bay Code of Ordinances, all residential and commercial establishments are required to use the city’s landfill for solid waste disposal, unless explicitly exempted by the Mayor.

Disposing of solid waste elsewhere is impractical and would result in unsustainable costs. USCG Base Kodiak, Kodiak AK 99619 will be the procuring entity for this effort. Performance will be located at Kodiak, AK 99619. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this requirement is 562212. This notice of intent is not a request for competitive quotes.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 31 Jan 2025, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
