This is a public notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions. The Library of Congress, Contracts and Grants Directorate, intends to award a sole-source firm fixed price contract to:
S. Brylawski. The work to be performed under the contract will be performed at the following location: 3544 Brandywine ST NW Washington. DC, 20008. The period of performance of the intended contract shall run as follows:
Date of award through 12-months. This contract will also have four 12-month option periods. If all options are exercised, this contract will have a total duration of five years. It is valued at an amount below the simplified acquisition threshold (defined as $250,000 and below), but above $25,000 (the public notice threshold). The work shall consist of the following:
This contract is necessary to continuing consultant services in maintaining and building out the National Jukebox, which is managed by the staff of the Recorded Sound Section of the National Audio-Visual Conservation Center (NAVCC).
The work of the consultant contractor will include metadata creation, metadata clean-up and troubleshooting any issues that arise in communication between the University of California Santa Barbara's Encyclopedic Discography of Victor Recordings (EDVR) File Maker environment and presentation of National Jukebox content on Project One.
The Recorded Sound Section currently has plans to expand the National Jukebox to include a wide variety of collection materials, in addition to the acoustical recordings that were granted as part of the original agreement with Sony Music Entertainment. The contractor shall assist Library staff in researching and identifying collection material that can be added to National Jukebox online presentation..
This announcement constitute the only public notice, proposals are not being requested from other parties and a written solicitation will not be issued. This public notice accomplishes the following:
Notice of the LC’s intent to sole source this requirement to the business listed herein; Synopsizing the requirements in accordance with the FAR; and Publically posting the approved Justification and Approval (J&A) to the public in advance of the contract award rather than after award. As a result of this, a second posting of the J&A is not required after the award has been made. As a result of this public posting, this shall be the only notice issued.
A separate award notice and a separate J&A posting shall not be performed, as all public information is being accomplished via this public notice. The Government will consider other sources for this work. If a business other than the one contained herein can do the work please submit a capabilities statement to the Contracting Officer listed in this posting. The Library will then consider your capabilities statement and evaluate the situation as to whether this work will remain a sole source. The following attachments are included in this notice:
