Notice of Intent to Sole Source: Media Relations Software System

This is a Library of Congress Notice of Intent to award a short 4-month purchase order for a comprehensive suite of media intelligence/public relations web-based software /system from Agility PR Solutions LLC from 09/01/2024-12/31/2024. The Library currently has a contract with BURRELLE'S INFORMATION SERVICES, LLC under contract LCLBN21P0004 for a base plus four options years which was to span from 09/01/2021-08/31/2026.

The Library was notified that Burrelle's would no longer provide support after 6/30/2024 and recommended their customers contact Agility PR Solutions LLC whom they had partnered with to provide the services we currently received. Burrelle's was informed they were obligated to complete the current option period which ran through 8/31/2024 and the Library would not exercise the remaining option years.

The short notice ending of this contract does not give the Library enough time to compete a full and open solicitation for these services which we intend to be a new base plus four option years. The Library has elected to do a short four month contract to allow a full and open competition for these services. The use of Agility PR Solutions is the only option to allow a seamless transition for this short period getting the same services as we currently receive without a lapse of service.

All interest parties will be given the opportunity to submit a quote for the long term contract which will be solicited on SAM.gov at the appropriate time. Any questions or concerns about this Notice of Intent should be directed to the contracting officer at bmatsuoka@loc.gov.
