Static Respirator Testing Head-forms

The Centers for Disease Control and Prevention, NIOSH/HELD/ACIB, 1095 Willowdale Road, Mail Stop: 4020, Morgantown, WV 26505, hereby announces its intent to issue a sole source contract in accordance with FAR 13.106-1(b)(1),to Crawley Creatures Ltd. Unit 8, Swan Business Center, Osier Way, Buckingham, MK181TB, for a small and large-sized Static Respirator Testing Head-forms from iBodi Crawley Creatures Ltd. The small and large-sized iBodi static respirator testing head-forms were developed with NIOSH and available for purchase through Crawley Creatures Ltd. The static respirator testing head-forms comply with the International Organization for Standards (ISO) technical specification (TS) ISO/TS 18526-4 and have a variable skin thickness based on the De Greef skin tissue study.

The elastomer skin mimics soft human skin and covers the whole head. The under-skull is made of a machined tooling board. Each head-form is mounted on a stainless-steel base. The small and large-sized iBodi static respirator testing head-forms are used in ongoing respiratory simulation studies that examine the efficacy of face masks and other mitigation strategies at reducing exposure to infectious respiratory aerosols.

No other static head-forms are available with elastomer skin that mimics human skin and complies with ISO standards. Also, the iBodi static respirator testing head-forms contain a breathing tube that is an ISO trachea with two sample ports, as per the EN ISO 16900-5 standard. Other vendors are not able to provide an identicalhead-form, which is necessary for project continuity.

The justification for this non-competitive action is in accordance with FAR 13.106-1(b)(1), “only one source [is] reasonably available” Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement which shall be considered by the agency.

Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, negotiations will be conducted with Crawley Creatures Ltd, Inc. as the only source and a purchase order will be issued without any additional notices being posted.
