This is a Sources Sought/Request for Information (RFI) for market research only. U.S. Customs and Border Protection (CBP), Los Angeles Field Office, seeks capability statements from qualified small businesses to provide commercial kennel boarding and associated animal care services for CBP-owned canines in the Los Angeles/Long Beach (LALB) corridor. This notice is not a solicitation and will not result in an award. CBP will not reimburse response costs.

The SOW is draft and provided for market research only; respondents are encouraged to comment and may propose alternative, commercially viable approaches Scope of need Boarding and care at the contractor’s facility: secure indoor kennels; daily feeding and fresh water; exercise; sanitation/cleaning; quarantine/isolation; vaccination record maintenance; basic administration of owner-provided medications; incident reporting; and emergency veterinary coordination.

Facility characteristics: proper flooring, ventilation and temperature control, lighting, secure fencing/perimeter control, video surveillance, controlled access, pest control, and backup power.

Capacity/availability: ability to house 25–35 canines concurrently, with surge capability for up to 7 additional during emergencies; 24/7 access for CBP personnel; same-day and after-hours intake.

Compliance: adherence to applicable federal, state, and local requirements, including the Animal Welfare Act and CBP’s National Canine Enforcement Handbook. Place of performance and proximity Services performed at the contractor’s facility within reasonable driving distance of LAX and the Port of Long Beach. Vendors should provide their facility address and estimated drive times to both locations. Facilities in or near the following ZIP codes are preferred but not required: 90245, 90293, 90066, 90301, 90302, 90303, 90304.
