Notice of Intent to award a sole source requirement to CLEARVIEW AI, INC. (901 N Glebe RD # 5 Arlington, Virginia 22203-1853) for the provision of Federal Investigator Tool + Cloud Database Local License – Annual software licenses. The U.S. Customs and Border Protection (CBP), United States Border Patrol (USBP), Spokane Sector (SPW) requires two (2) software licenses to be used to support mission objectives.

Through market research, it has been determined that only CLEARVIEW AI, INC.’s technology can meet all of SPW’s requirements to help generate high-quality investigative leads, gain intelligence, disrupt crime, and enhance public safety. No authorized resellers of the software required have been identified.

This proposed contract action is for commercial software licenses for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i). This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to the requirement by Tuesday, June 10, 2025 at Noon Eastern Daylight Time (EDT).

A determination by the Government to not compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Any vendors who believe they can provide the proof of ability to meet the requirements of this action should email their company's capabilities information to the attention of Contracting Officer Benjamin Dorgan by Tuesday, June 10, 2025 at Noon EDT. Email submissions must be sent to the following address: benjamin.j.dorgan@cbp.dhs.gov. No phone calls or fax submittals. Information submitted should fully support the company's capability to provide the software licenses required.
