THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS IS A SOLE SOURCE SYNOPSIS. Market research was conducted and documented in accordance with FAR Part 10. USBP LEOD has identified and researched technology-enabled solutions for comparison that could be used to support USBP requirements.
Research included internet searches, vendor public facing internet sites, research of the tools used within CBP amongst other investigative components (e.g., AMO, OPR), and personal knowledge of the Program Office officials through years of learning about various investigative tools as part of trade shows, training, and communication with industry. The market research revealed that the existing Cellebrite equipment and licenses deployed and utilized nationwide are proprietary to Cellebrite.
USBP has separate acquisitions with some of the other competitor vendors to meet requirements for specific forensic capabilities and as an alternative system in the event one vendor product is unable to meet extraction/analysis requirements while pending hardware/firmware updates and/or additional development. The North American Industry Classification System code (NAICS) for this requirement is 541511 Custom Computer Programming Services, size standard $34.0 million.
The Product Service Code (PSC) is 7A21, IT and Telecom - Business Application Software (Perpetual License Software). Interested parties may identify their interest and capability to respond to future similar requirements. All information received after publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
