Notice of Intent to award as a sole source requirement for the unique and necessary software engineering services to upgrade critical Unattended Ground Sensor (UGS) equipment currently held by the U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP). The equipment to be upgraded are the SC-410 UGS sensors held in inventory and unable to be fully utilized until the upgrade is completed.
The Contractor shall provide services to include firmware and software updates; firmware releases; Android only application releases; FirstNet cybersecurity updates; API documentation; and training courses with manuals at government-specified sites. This proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 – Only One Responsible Source.
The SC-410 Integration kits upgrades contain proprietary software only available from the manufacturer, Albers Aerospace Incorporated, 6841 Virginia Pkwy Suite 103 PMB, 325 McKinney, TX 75071. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency for any follow-on long-term competitive solicitation for the same requirements.
A determination by the Government not to compete this proposed contract is solely within the discretion of the Government. Information received will normally be considered solely for determining what strategy to utilize to conduct a competitive procurement in the future.
Any vendors who believe they can provide the services and can provide proof of ability to meet the requirements should email their company's capabilities information to the attention of CBP Contracting Officer Frank S. Duarte, at frank.s.duarte@cbp.dhs.gov, by January 27, 2025. Information submitted should support the company's capability to perform the work required. The Government shall not be responsible for costs in the preparation of responses to this announcement. Only email responses accepted. No phone calls.
