Notice of Intent to Sole Source Biolytic Lab Performance Dr. Oligo 48 Synthesizer Maintenance

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Biolytic Lab Performance INC, for equipment maintenance of two of the Biolytic :

Dr Oligo 48 Medium Throughput DNA Synthesizers SN:

BLP-D48-0132 / SN: BLP-D48-0127. This service maintains the operational readiness of a critical laboratory instrument. The instrument participates in standard laboratory operations as well as public health emergencies and requires regular maintenance and parts for consistent operation. Biolytic is the manufacturer of this Biolytic-Dr Oligo-48 DNA synthesizer and has the knowledge and experience to service regular maintenance.

They also have a 24 - 48hour response time and one preventive maintenance visit is included with the service contract; and service engineers who have experience with these DNA synthesizers. -Service engineers have Dr Oligo48 instrument repair training -Minimum of 10 years field service experience on instruments -Use Genuine OEM parts.

This is the only contractor that has been identified, who has trained service engineers with a proven track record on maintaining and repairing the Biolytic Dr Oligo-48 Synthesizer, and therefore, has the capability to respond to our service requirements. Biolytic is the only responsible source and no other vendor can provide the above -mentioned services needed to satisfy the program requirement.

Since the instrument is used on a daily basis, it is imperative that our system is kept up and running with as little down time as possible. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
