The purposes of this amendment are to extend the due date of the proposal, update the Pricing Section, update the Scope of Work, and update Section 4 as follows:
I. The proposal due date is extended to July 18, 2024 at 17:00 hours local time. II. Update the Pricing Section, Section I (Base Period) item #2, Paragraph #2 (page4) to delete the words “Since the award will be based on a single CLIN” and replace the paragraph as shown below:
Price will be evaluated to ensure the proposed price is fair and reasonable. The price will be determined by multiplying the offered prices per CLIN times the estimated quantities in “Prices - Continuation of SF-1449, block 23”, and arriving at a grand total, including all options. The Government reserves the right to reject proposals that are unreasonably low or high in price. III. Update the Scope of Work, Section II (General) item #A, paragraph #2 (page 20) to add 30Mbps & 80Mbps as follows:
The Department of State reserves the right to increase or decrease this digital circuit bandwidth requirement from no less than 30Mbps and up to 80Mbps within 30 days written notice to the Contractor. The desired intervals for circuit bandwidth are as follows:
30Mbps,35Mbps, 45Mbps,50Mbps, and 80Mbps. The Contractor is to provide fractional T-1 fixed cost pricing for this increase or decrease of digital service. The availability of this circuit shall not be less than 99.7 percent per month over the period of the contract. IV. Update Evaluation Factors, Section 4, paragraph #1 (page 59) to delete the last sentence which states: “Only one CLIN shall be awarded.” as follows:
The Government intends to award 2 contracts from this solicitation which will be designated as the Primary and Secondary. Each will include a one-year base year plus four (4) 12-month options, resulting from this solicitation to the responsible contractor(s) whose quotation conforms to the solicitation and represents the best value to the Government, price and other factors considered utilizing FAR 13 Comparative Evaluation. Vendors are required to price out all CLINs, but the award will be based on the best value for the highest speed amongst the 5 CLINs.
