BPA setup for Mail and Package delivery services

Request for Proposal number 19VM3025Q0014 – Mail and Package Delivery Services Enclosed is the Statement of Work/ Request for quotation (SOW/RFQ) to establish a Blanket Purchasing Agreement (BPA) for Mail and Package Delivery services including, but not limitted to transportation and logistics arrangement for mail and package delivery services to and from four (04) Embassy office locations: - The U.S Embassy, 7 Lang Ha, Ba Dinh, Hanoi - Tung Shing Building, 2 Ngo Quyen, Hoan Kiem, Hanoi - Rose Garden Building, 170 Ngoc Khanh, Dong Da, Hanoi - US Embassy Warehouse: 326A Nguyen Trai, Thanh Xuan, Hanoi If you would like to submit a proposal, please review and complete the required portions of the attached document to include:

- Standard form 1449: block 17a,22, 23, 24, 30a, 30b, 30c - Standard quotation - Company profile or relevent experience - NDAA Certification - Certification regarding Compliance with Applicable Federal Anti-Discrimination Law - Registration for System for Award Management (SAM) Submit the package electronically to Ms. Nga Nguyen (NguyenTN4@state.gov) on or before the deadline of June 02, 2025 at 15:00 local time.

The U.S. Government intends to award a contract/purchase order for each requirement to the responsible company submitting an acceptable quotation at the lowest technically acceptable price. Quotes must be valid for a minimum of 120 calendar days. We intend to award a contract/purchase order based on initial quotations, without holding discussions. Although we may hold discussion with companies in the competitive range if there is a need to do so.

Bidders should include the company registration record in the System for Award Management (SAM) website – https://sam.gov/content/home - with the Unique Entity Identifier (UEI) number for doing business with the U.S. Government. If you don’t have a SAM record please find the attached instruction, or contact the American Embassy GSO Procurement Section at HanoiGSOProcurement@state.gov for assistance.
